How to resolve a multiple account block step by step
Search every Google account you own

Cancel the old account properly
Don't just abandon it. Go to Account > Account Information > Cancel Account. Google requires a formal cancellation to free up your profile for a new application. Abandoning it leaves it "active" in Google's system.
